    Community Involvement Statement (CIS)

If your development is a 'major' or 'super major', the Local Planning Authority requires you to submit a Community Involvement Statement (CIS) with your Planning Application.

This is set out in the Validation Criteria for Planning Applications adopted 1st September 2008.

The Community Involvement Statement (CIS) is a record of your discussions with the community.

It should be a separate document submitted with the Planning Application which briefly describes

  • the Community Involvement process ie who you met and what format the meetings were
  • reports what comments were made by the community and
  • how this has been reflected in the design (or if not why not).

Total agreement on the design is not expected though of course welcomed when it occurs. The Community Involvement Statement (CIS) records the process of discussion / negotiation, should be agreed by both parties and signed off by the community and the developer before submission.

You are advised to use the Community Involvement Record form to record your discussions with the community group. This can then be signed off and submitted as the Community Involvement Statement (CIS)

What should the Community Involvement Statement (CIS) cover?

The Community Involvement Statement (CIS) should include
  • a description of the process of the Pre App CI and
  • a record of the discussions, particularly giving details of any points that the community have raised and how the design has been changed to reflect these comments,
or if the design has not changed to accommodate the community's concerns, why not.

How do I contact a group to carry out a Pre-Application for Community Involvement (Pre App CI)?

Contact the NPN administrator to find out which group or groups should be involved.
