A building is classified as a particular type of use.
eg A1 = shop, C1 = Hotel, D2 = Assembly and Leisure
Change of use is classed as development and as such requires planning permission, however planning approval is not required for some changes of use for example, for a pub to a shop. Under the previous and current government administration more permitted development changes of use have been brought in.
A revised General Permitted Development Order was published in 2015
Note: some permitted development rights for eg house extensions may vary within Conservation Areas.
Permitted development rights for change of use from Retail to Residential are not applicable in conservation areas. See part 3 M of the Schedule 2 Permitted development rights
Change of use from Office to Residential is permitted change of use in Conservation areas (not for Listed buildings) but an application has to be made to cover certain aspects of the proposed development, transport, contamination and flooding See part 3 O of Schedule 2 Permitted development rights

Class A – restaurants, cafes, takeaways or pubs to retail
Class B – takeaways or pubs to restaurants and cafes
Class C – retail, betting office or pay day loan shop or casino to restaurant or cafe
Class D – shops to financial and professional
Class E – financial and professional or betting office or pay day loan shop to shops
Class F – betting offices or pay day loan shops to financial and professional
Class G – retail or betting office or pay day loan shop to mixed use
Class H – mixed use to retail
Class I – industrial and general business conversions
Class J – retail or betting office or pay day loan shop to assembly and leisure
Class K – casinos to assembly and leisure
Class L – small HMOs to dwellinghouses and vice versa
Class M – retail or betting office or pay day loan shop (incl Launderettes 2016) to dwellinghouses
Class N – specified sui generis uses to dwellinghouses
Class O – offices to dwellinghouses
Class P – storage or distribution centre to dwellinghouses
Class PA – light industrial to dwellinghouses (2016)
Class Q – agricultural buildings to dwellinghouses
Class R – agricultural buildings to a flexible commercial use
Class S – agricultural buildings to state-funded school or registered nursery
Class T – business, hotels etc to state-funded schools or registered nursery
Class U – return to previous use from converted state-funded school or registered nursery
Class V – changes of use permitted under a permission granted on an application
Part 4: Temporary uses
Class A – temporary buildings and structures
Class B – temporary use of land
Class C – use as a state-funded school for a single academic year
Class D – shops, financial, cafes, takeaways, pubs etc to temporary flexible use
Class E – temporary use of buildings or land for film-making purposes
Under the Amendment published in 2016
Class M retail and specified sui generis uses to dwellinghouses, has been changed to include Launderettes–
Class PA – premises in light industrial use to dwellinghouses has been added
