Planning Policy Guidance (PPG) and Statements (PPS)


Planning Policy Guidance Notes (PPGs) and their replacements

Planning Policy Statements (PPSs) are prepared by the government after public consultation to explain statutory provisions and provide guidance to local authorities and others on planning policy and the operation of the planning system.

 

Planning Policy Guidance and Statements

Planning Policy Statements set out the Government's policy on Development and Town and Country Planning.
 
The Bristol Local Development Plan policies must reflect the policies in the Planning Policy Statements and Planning Policy Guidance.
 
PPSs and PPGs also must be taken into account by Planning Officers in their consideration of Planning Applications.
 


They also explain the relationship between planning policies and other policies which have an important bearing on issues of development and land use.

 

Local Authorities must take their contents into account in preparing their Development Plans.

The guidance may also be relevant to decisions on individual Planning Applications and appeals.

There is a programme for revision and replacement of the Planning Policy Guidance notes by Planning Policy Statements.

Making Planning Policy Statements (PPSs) clearer

The overarching objective of streamlining PPSs is to make them clearer and more accessible, and in so doing more effective.
This is to be achieved by:
  • separating policy from guidance, and putting them into different documents

  • setting out clearly and succinctly the policies that should guide plan making and planning decisions, and making it clear where there is scope for local flexibility

  • drawing together national development policies that apply to the process of determining planning applications and

  • setting out clearly the evidence needed to make robust decisions
