    Current Bristol Planning Policy

Planning Applications are currently assessed under the 1997 Bristol Adopted Local Plan. A new planning system started when the Planning and Compulsory Purchase Act 2004 was passed.

 As a result of this, since August 2004, Bristol City Council, as the Local Planning Authority, has been drawing up and consulting on the new Local Development Framework (LDF) which will replace the 1997 Adopted Local Plan when it is finally complete.

How will the Bristol Development Framework (BDF) replace the Bristol Local Plan?


    The New Planning System

The Planning and Compulsory Purchase Act 2004 sets out a two tier planning structure:

  • Regional Spatial Strategies (RSSs) replace Regional Planning Guidance (RPG) in setting out policies relating to the development and use of land for each English region.

  • Local Development Frameworks (LDFs) will replace structure plans, Local Plans and Unitary Development Plans.
These two together are the Local Development Plan (LDP).
 

Regional Spatial Strategy

The Regional Spatial Strategy (RSS) deals with the long term development of the South West up to 2026.  It sets the framework for where things go, what the scale of the development is and how this links with healthcare, education and cultural aims for the region.
 
The RSS influences the future planning of the region in a number of ways:
  • As part of the development plan system it provides guidance on the location and scale of development for interpretation in Local Development Frameworks (LDFs)
     
  • It guides investment in transport and provides a framework for the preparation of Local Transport Plans (LTPs)

  • It provides a spatial context for the plans, programmes and investment of other agencies and organisations in the South West.

Bristol Development Framework

The Development Plan comprises the
  • Regional Spatial Strategy and the
  • Development Plan Documents
    contained within the Local Development Framework.

    Local Development Framework

The Local Development Framework comprises a folder of Local Development Documents (LDDs) for delivering the Spatial Strategy for the area (as opposed to the old single plan covering the whole of the authority’s area).

Local Development Documents (LDDs) comprise
  • Development Plan Documents (DPDs)

    The Bristol Development Framework: Core Strategy, Shaping Bristol
    over the next 20 years is one of the Development Plan Documents that make up the Bristol Development Plan.

  • Supplementary Planning Documents (SPDs),
    which expand polices set out in development plan documents or provide additional detail.
 
The Local Development Framework (LDF) also includes
  • Statement of Community Involvement
  • Local Development Scheme
    which sets out the programme for the production of LDDs
  • Annual Monitoring Report.
 
In Bristol a Joint Waste Core Strategy is also included. This has been drawn up by the four councils in the West of England Partnership.
