A developer who wants to develop a site, by new building or changing existing building or use of a building, has to apply for approval of his development proposal to the Local Planning Authority (LPA), in this case Bristol City Council. Development is managed by the Planning Applications Process.
Development Management is the new name for Development Control and reflects the principle that Planning Officers, as well as the community, should shape the development proposals before a Planning Application is made, rather than controlling development by policing it through assessment after the Planning Application as to whether it accords with planning policy.
Development Management officers are organised into 'Pods' of officers, who cover geographic areas of the city, so that the same Oofficers deal with applications in a particular area.
Since the establishment of the Neighbourhood Partnership areas, Officers have been assigned to a particular Neighbourhood Partnership or group of Neighbourhood Partnerships. The exceptions are for Major Projects and Enforcement which are handled by separate pods of officers.
