 AAP

Area Action Plan 

A development plan document which is part of the Local Development Framework.

It focuses on a specific area that is going to be subject to conservation or significant change (for example a major new housing or growth area or a regeneration project).

 AGSP

Area Green Space Plan

This is a spatial and investment strategy plan for green spaces in each Neighbourhood Partnership area.

 BANANA

Term used to describe opposition to development from Build Absolutely Nothing Anywhere Near Anything

 BDF

Bristol Development Framework

 BREEAM

Building Research Establishment Environmental Assessment Method.

 CABE

Commission for Architecture and the Built Environment

CABE was the government's advisor on architecture, urban design and public space from 1999 to 2011.

 CAP

Conservation Advisory Panel

CAP was set up in 1979 to advise the Director of Planning & Development Services on applications for planning and/or listed building consent that would affect the character of conservation areas or listed buildings and on policy affecting these topics.

 CIL

Community Infrastructure Levy

This is a proposed change to the way in which developer contributions to mitigate the impact of a development are to be calculated.

The CIL will replace much of the current s106 process, see below.

 DPD

Development Plan Document

A document that makes up part of the Local Development Framework (LDF) and sets planning policy.

 LA21

Local Agenda 21

A programme of actions that was agreed at the United Nations Earth Summit in Rio de Janeiro in 1992. Endorsed by the Government, every Council had to produce a Local Agenda 21 (LA21) strategy by the end of 2000.

The LA21 strategy is a Local Action Plan, which shows how the Council will work with its communities towards environmentally friendly sustainable development.

 NIMBY

Term used to describe someone who is always opposed to development near where they live from Not In My Back Yard

 NP

Neighbourhood Partnership

Bristol City Council has introduced new forms of Neighbourhood Governance across the city where local people can have more say in influencing decisions called Neighbourhood Partnerships.

There are 14 NPs in Bristol comprising 2 or 3 adjoining wards.

Supplementary planning guidance to give greater detail on planning policy and to support decisions on Planning Applications.

Parks and Green Space Strategy

Adopted by Bristol City Council in February 2008, the strategy sets out the plan over the next 20 years for ensuring that people have access to good quality parks and green spaces of different types, close to where they live.

 Planning Aid

Planning Aid

Provides free, independent and professional town planning advice and support to communities and individuals who cannot afford to pay planning consultant fees.

It complements the work of Local Planning Authorities, but is wholly independent of them.

Planning Aid was started by the Town and Country Planning Association in 1973.

 S106

Section 106

S106 of the Town and Country Planning Act 1990 allows the Local Authority to enter into a legally binding agreement or planning obligation in association with granting of a planning permission.

S106 is a way of making a proposed development acceptable in planning terms. There are two parts to S106 contributions:

Site Specific measures and Infrastructure Measures.


S106 contributions are currently used to support the provision of services and infrastructure such as highways, recreation, education, health and affordable housing. This Infrastructure measures side of S106 will be superseded by the Community Infrastructure Levy. 

 

Site Specific measures under S106 must be relevant to planning, necessary to make the proposed development acceptable in planning terms, directly related to the proposed development, fairly and reasonably related in scale and kind to the proposed development, and reasonable in all other respects. This will cover things like local highways measures, tree planting etc

 SPD

Supplementary Planning Document

A guidance document with greater detail on planning policy. Of less weight than a Development Plan Document (DPD).
