UPDATE OCTOBER 2011 The NPN has made good progress in first agreeing with the Planning Department and then in giving guidance and advice to member Resident Planning Groups on how to achieve more effective community involvement in the pre-application planning of individual sites. Neighbourhood Area Plan TemplateThere is increasing need for Resident Groups to be able to present their views on sites and development projects, coming from both private developers and the Council itself, with the evidence of the planning needs and planning context of the wider neighbourhood.
It is very often the wider context within which a site or project is being developed and the impact on the wider neighbourhood that is the key to a good decision. The Council is increasingly seeking resident’s views - on programmes for school building - how Section 106 monies collected from developers should be spent - the design and routing of transport projects - the review of open space provision - expenditure on road and footpath maintenance and so on. All of this means that if residents are to be effectively involved in these processes, residents groups will need to assemble their own views of the future of their neighbourhoods in an holistic and integrated way - - how much development takes place
- how far the character of the neighbourhood is kept or improved and so on. NPN Administrators have developed guidance on how resident planning groups can do this. In order for this work to be effective, it needs to be done in a way that is recognised by and acceptable to the planning system, as well as being straightforward and plain English enough for resident groups to tackle on a voluntary basis. The guidance is therefore written in the form of a “template” or method to be followed, with guidance on - the kind of information required, - some of the sources information and - examples of the kind of results. This is the first draft of the template. 'Road testing' the TemplateUnder a programme agreed between NPN Administrators and UWE Planning School, the template was “road tested” in 2010 in seven neighbourhoods, with the help of 4th year students on the Architecture & Planning Degree Course. The neighbourhoods involved were: Avonmouth Brislington Fishponds Henbury Hartcliffe and Withywood St George and Windmill Hill Some of the plans which resulted from this work are here.
