Statement of Community Involvement: Examination in public
This will take place on Tuesday 22 July 2008, Committee Room 15 in the Council House, Bristol City Council, College Green, Bristol, BS1 5TR from 10am. The planning inspector is Mary Travers BA Hons DipTP MRTPI.
This is a public open meeting,
you can watch from the public viewing gallery. BCS, represented by David Farnsworth,
will be presenting evidence. An additional section covering Planning Obligations
and new consultation arrangements for development plan documents, required by
new Regulations, have been added at the request of the Planning Inspectorate
. The Inspector has asked BCS to respond to this at the hearing.

Core Strategy Preferred Option community events.
Event 1: Wednesday 23 July 2008
The basis for a plan
This will set out and discuss the latest evidence on which it is proposed that the Strategy Plan is based, including social, economic change; political requirements; the set of sustainability criteria and opinion from past community involvement events. It will be made clear what are mandatory requirement such as national and regional policy and what changes are open to local choice.
This is the first of 3 events to help the community to be fully involved in the Bristol Development Framework drafting. The next two are on August 20th and September 10th. The information covered in these events will help groups to move onto the next stages of the BDF, the 'call for sites' and drawing up plans for their neighbourhoods. Bristol NPN - national best practice.
1. We have been invited to speak at the Royal Town Planning Institute conference next year about the Network and the new community involvement methods established under the new SCI ground rules.
2. Bristol NPN is cited as a national best practice example of community involvement in pre-planning application discussions with developers, in a forthcoming publication by the Ethical Property Foundation " A Community Guide to Planning Obligations."
3. Contacts have been established between Bristol NPN and the 130 group strong Greater London Forum of Amenity and Civic Societies, so that experience and information can be shared. The London Forum feels that Bristol is ahead of the game in involving the community directly into the Council's town planning work programmes.
4. Bristol NPN has been represented
at a national seminar series covering the current state of urban planning and
design in 13 British cities, including Bristol, led by Cardiff, Manchester,
Glasgow and London Universities. Bristol is recognised as having one of the
most progressive community-led planning involvement programmes in the country.

Next Quarterly Meeting with Development Control Officers July 2nd 2008
The main item for the next quarterly meeting will be the planning implications of the proposed Residents Parking Zone RPZ. Colin Knight, head of Traffic Operations, will attend this meeting.
Consultation on the operation of the RPZ will not be covered at this meeting.
Please note that we aim to limit these meetings to about 12 NPN reps only per session and please let me know if you wish to attend this meeting as soon as possible.
If we find that the meeting is heavily over subscribed we may have to change the format of the meetings in the future to enable more people to attend. It has been difficult to arrange a meeting on RPZ with Colin Knight and this appears to be the only available date to cover this topic- my apologies to those of you who have any problems with this arrangement.
The following meeting on 25th September will cover Section 106 planning obligations. It is intended that this should be an information session, with planning and Section 106 officers explaining what can be asked for from developers submitting a planning application under Section 106 rules.
Again, this may be of interest to a number of you and it may be that the meeting venue and format will have to change to accommodate everyone who wishes to come. Can you let me know if you are interested in attending, so that I can start to plan the meeting format with Zoë Willcox?
The December meeting will cover 'How to respond to a planning application' - and aim to help groups who are less experienced in using the planning control system to make reference to the planning policies etc. in their objections to proposed developments.
At each meeting there will be updates on current planning topics e.g. enforcement, Statement of Community Involvement, Bristol Development Framework and there will be an opportunity to raise other topics [though not specific planning applications in any area unless the point is of general interest].
If you are prepared to chair the meeting please let me know - it was agreed that the meetings would be chaired by different people at each meeting, so we will need to chose a chairman at the beginning of each meeting.

NPN will arrange further meeting to cover Section 106 Developer Contributions. NPN will draw up a practice note for groups to cover pre-app CI.
NPN Meeting on Wednesday 30th April with Development Control officers.The date for the next meeting is not yet confirmed but should be the end of June. Details to follow.
NPN will seek a meeting to discuss the proposed Residents Parking Zones with the Highways officers.

NPN representatives had a meeting with officers on May 14th and will be having
a further meeting on 21st May to agree methods of community involvement for
the next stage of the core strategy. A report on both these meetings will be
sent with the next news.
NPN working group meeting with 'users' NPN presented the proposed guidelines for pre-app community involvement to a group of architects and planners at the Architecture Centre on May 14th. This was the equivalent of the May 10th meeting for NPN members. The Network was welcomed as a valuable resource for developers and their agents to identify and contact community groups for the new pre-application Community Involvement requirement. ACTION ALL: Please check you have confirmed that you can comply with the Terms of Reference and are therefore a full member of the Network. The Network is free to join.
South Bristol
Bristol NPN intends to set up a meeting specifically to discuss the issues of
area planning for development in South Bristol. We hope to arrange this for
late June/ early July. If you are interested please contact us and if you know
of any other groups in South Bristol that you think should be involved please
let us have details.
Bristol NPN is setting up a pool of 'experts' to help groups with pre-app CI.We are aiming to provide, particularly to less experienced groups, an 'expert' to help them build up their capacity/ capability to respond to the increased community involvement requirements. This will supplement the work of South West Planning Aid. We will report further on this in due course.
